Pet Fee not in least

Hey do you know if it is legal for my landlord to say I have to pay a pet fee 1.25 years after I first moved in.   I just renewed my lease in July 2010 and now Sept. 27th 2010 they are saying we owe a $400 pet fee, and I have to pay $400 by the 5th of October.  There is no mention of owing a pet fee in my original lease or in the renewal.  There is a line for an amount, but it was left blank.  The landlord is unable to claim they didn’t know about my pets because I have been here for 16 months and when I moved in the lease specialist gave my dog a ride in their golf cart several times. I have also had serious leaks in my apartment, another issue, and they asked me every time they came over to make sure the  dogs were secure.   If it doesn’t state that I have to pay $400 dollars in my lease and I never signed any agreement saying I would pay a pet fee can they require me to pay this $400.   If some how I am responsible doesn’t a landlord have to give me at least 30 days?   Please respond quickly the oct 5th is fast approaching.  thank you jefferosn
