problem with carpet

I would like to know if it is leagal in the state of New York to stack carpet on top of carpet instead of padding underneath carpet. The reason why im asking is because for one, I would not like to be charged for stains on old carpet that is already there(thats if it is old) and two, I have a 11 month old child that is getting constantly sick and im hoping that there is not any mold festering underneath the carpet because there is no padding to absorb any moisture underneath.

I’m not sure about the legality of that. But if it’s concerning about safety then there’s a need to have it sorted out with your landlord.

Talk to your landlord first. Before you do things your own. So there won’t be a problem in the future.
