Problem with Landlord Action.

What are my rights as a tenant when I feel my landlord is not enforcing the rules for the tenants above me? I live in a large, upscale complex with a very detailed lease agrement when it comes to noise violations. I am not unrealistic about apartment noise and overlook the average, however, when pictures fall off my walls and items fall off cabinets I feel i have the right to complain. The tenants above me have been complained on several time by myself and the people next to me (also under them.) All the leasing office does is make a sweet phone call and tape a "lease violation notice" to their door. This have been going on for over a year and at leat one "lese violation notice" posted per month. Do I have any rights to terminate my lease or do anything at all? I pay a very high amount of rent, just like the people above me, but I feel my rent should cover my peace and quiet along with my pictures being able to hang on the wall. Someone please help!
