Problem with LL and Bedbugs

I told my landlord in May that I saw some bedbugs in my apartment. He told me to get some quotes and he would take care of it. I got 3 quotes and turned them over to him. I’ve been waiting for treatment ever since. We’ve spoken about it and he said he’ d get something set up but he never does. I found out from a neighbor who has recently moved that they had told him a month before I did! I’ve sprayed, just bought mattress covers and am at my wits end! They are now biting my face and neck! I plan to withold rent until he sends the exterminators out for treatment. Can he evict me for not paying? Should I file a complaint?

 Help!!
