rent increase for annual lease

My daughter signed a one year lease in Aug. 2011 , which was renewed in Aug. 2012.  She lives in boise Idaho, going to school and apartment is off campus.  The rent increase was only 25 dollars in 2012 but this year the increase is 75 dollars.  the landlord has done little or no improvements in the two years and the notice was received this year with only 2 weeks to either sign or find another place.  Does the landlord have free reign to raise the rent to whatever he feels each year.  Is there any recourse? or are we at the mercy of the slumlord?  I have included the section 5 notice below in the lease agreement. Any Help would be appreciated.

 Section 5-expiration of terms-notice of termination

A.      A rental agreement for a term of a number of months expires at the end of the final month of the term, without notice to Resident, provided, however that in the event Resident tenders to Owner rent for an additional month, Owner’s acceptance thereof shall thereupon result in a month to month term, upon the same terms and conditions of the original term.

B.      This agreement will be deemed to have been terminated only under the following conditions:

a.       Passage of the minimum term and 30 day written notice of termination, together with a proper surrender of the premises OR the mutual written agreement of Owner and Resident OR and order of judgement of a court with jurisdiction.  If the owner or resident desire to terminate this rental agreement, they must do so in writing not less than 30 days prior to the date which it is desired to terminate and such termination date must be on or after the expiration of the minimum term or current renewal term.  Such termination date need not be at the end of a month as herein defined.  Residents liability for payment of rent shall continue until termination date……goes on about payment…..
