Renter’s rights for privately owned apartments

What are rights for tenants whose apartment complex is privately owned. There are problems with getting things fixed in a timely manner. There are problems with the water, many times we may go for a week withiut hotwater. Many times when problems are reported, false promises are made such as, "we’ll send someone right away" and that can take several days. Most of the time they do patch up jobs and problems continue to pop up. Had to call one day because I could hear water running in an   empty apartment across the hall and noticed that the water was coming into the hallway. Had to call the emergency number several times with no re sponse, finally had to call the fire department who  managed to make contact with maintenance. The majority of the time, we get attitudes when going to office to make a complaint. They will not  clear the walk ways when there is snow or ice, so if  someone gets ser iously hurt is the apartment complex responsible for all medical, etc.
