Roommate from hell

My brother rents from this guy who is syco. He gets mad and breaks things. He broke out the lights in the kitchen and bathroom because someone left them on. Also broke out the patio light. He got mad and broke all the dishes on the counter as he hit them with his cane. He also got mad at my brother and trashed his room for no reason. my brother wont do anything because they used to be friends and he just doesn’t want to deal with it. What are his legal rights he has paid rent for this month and half of next month.
