Security Deposit Refused

I recently moved and requested that my security deposit be refunded within 21 days. We spoke over the phone regarding possible charges. He stated that we will be charged fro general cleaning but the carpets are clean, there’s no huge problems. Can someone defining general cleaning? This landlord wanted us to clean the cracks in between his ceramic tile which was not cleaned prior to our move in, inside and outside kitchen cabinets, fan blades, wiping down shelves. I sense that he didn’t want to refund us our deposit over the phone and stated so. We had clean the apartment prior to our departure better than when we moved in. It was pretty much dusty with spider webs on kitchen counters, ceiling lights, and fans but I’d thought I could go head and clean, not making much of a big deal out of it.

Then he calls back an hour later stating that there’s an odor? How can this be since we cleaned the carpet ourselves. He then wants to charge us a pet fee, which was my first time owning a pet and we told him within a week of getting it that we had a puppy. He told us that we didn’t have to worry about paying the fee, therefore we went on 4 months without paying the fee until just recently when he founded out we were moving out he started complaining about every little thing. He now wants to charge us for that amount since we aren’t renewing our lease.

I just received a letter with explanation of what he charged us for, replacing screen windows, replacing door stating it had holes (false) labor for removing screens and picking them up from the store, replacing stove drip pans, fan filter, and supplies needed to clean.

Can landlord charge me for replacing such items he claimed was damage? As far as I know the apartment was not in brand new shape when we moved in.
