sue landlord for not enforcing lease terms?

live under party girls who party and make disturbances at least 4 nights per week.  takes cops too long to get out each time.  landlord promised not to renew their lease, but he did anyway.  he keeps promising he’ll handle the problem, he KNOWS there’s a problem, but could we sue him for not enforcing his own lease?
