uninhabitalbe property

I have a friend who’s mobile home, rental, was damaged in a fire.  It is currently uninhabitable but she is still being charged rent, so has to stay there since after rent there is no money to go elsewhere.  

Can the landlord legally charge her rent and at the same time tell her that she can’t stay there?  
They are refusing to do repairs to make it livable. 
Current damage extensive but most iimportant is the sewer line.  She is being told that it is her responsibility to have it repaired and they will not reimburse the cost of those repairs. 
If anyone has an answer or someone that she can contact or assistance please let me know.
