unsafe enviroment

recently I have been harrased and creeped out due to the previous tennats living below me. i no longer feel safe living here. When I brought this up tp the landlord he brushed it off saying that weather you live here or somewhere else they will find you. He wont allow me to break my lease to move elsewhere. he actually made a comment that this might not be true. I am going to the police with the voivemails I have recived, what are my rights as far as breaking my lease?
