what can an apartment company legally charge me to move out?

im trying to make a prebill for myself of what i need to do before i go. hire someone myself cheaper and give documentaion or if they can actually charge me for certain things at all. first thing is the apartment said because we watched a dog for a week that they would come in and blacklight the carpet to look for damage if no damage found on top they would pull up the carpet adn look at the padding if no damange on padding they would look at the concrete. basically if the carpet or padding was damaged we would be charged for the remaining years of the 5 years of the carpet.  but if there was anything that had touched the cement that we would be respondsible for a very expensive cleaning of the cement along with a seal for at and the replacemtn cost of the apt. also they are charging our apt for water sewage and trash,which they charge by taking the total bill per building and devided bewteen every apt according to the amount of tenant on the lease. i have never paid for those before it used to go through a company and they canceled there contract and now that bill was to be added into the rent everymonth. the rent is 1245 and the bill is around 45 every month if you dont go to pay rent for the full 1290 or whatever the exact cost is that month they wont except the 1245 part to cover the rent either. so say you only have money for the rent that day and not for  the new added on bill that nobody signed in agreement to paying they wont let you pay, and theyll give u a 3 day pay or quit notice. we are also respondsible for repainting regaurdless of condition of walls as well as cleaning carpets that is of course that they dont charge us to replace the carpet. also they charge for a resdental cleaning fee regaurdless of how nice apt is kept as well. are all these charges and terms legal in california also does this mean that my 500 deposit is basically just gone?
