what should a landlord do about noisy and inconsiderate tenants?

I thought that when you rent an apartment, the landlord is supposed to address and resolve aany and all issues that you report regarding other tenants, repair issues, etc. We tenants have a right to live in a stress free environment, do we not?

When I previously reported an issue to my landlord about loud and inconsiderate neighbors who live above me, he actually told me that he doesn’t have the right to tell someone else how to live if they are paying rent. Unbelievable comment!

What recourse do I have if I continue to experience issues with neighbors concerning noise levels, etc. if my landlord does not address those issues?

I welcome any feedback as I’ve reached the boiling point.  I don’t think that I should have to foot the expense and the inconvenience of moving under these circumstances.
