Who is REALLY paying for these bed bugs?

A couple months ago, I found out one of the units in my building had bedbugs.  A couple weeks ago, I found out the little bloodsuckers moved to my unit.  After talking to the other tennants I come to find each unit has had a bed bug problem at one point or another.  I feel that I am owed compensation, if anything a new mattress and bedspring.  I haven’t brought the idea of the landlord compensating me, because I don’t know the most effective way to go about it. I just think it was neglectful on their part to only do a half assed job of exterminating.  Any Ideas? Suggestions?  Similar stories?
