who is responsible??

my apartment complex was infested with bed bugs. The building was treated. I had to throw away my furniture due to having a new born baby, and the lingering smell that the chemical left on the furniture. I talked to resident manager about replacing my furniture and was told that was my responsibility. He said they were only responsible for treating the apartment itself. Is that right?
