who is responsible for bed bug removal in Omaha

I need legal advice, so my son moved in a townhouse(rental)6 months ago. He has not stayed anywhere, Hotels etc. since. He moved from a one bedroom apartment within the same apartment complex to the townhouse. Did not start having problems until a month ago. He got bit a couple of times during the night. He realized he has bed bugs. He is a clean person. No clutter in his home. An exterminator came in to assess the problem and found one crawling near his bed. We are thinking the bugs could have been there when he moved in as he has not stayed anywhere since. He had no problems in his other one bedroom apartment before the townhouse move. Could it be from his neighbors or were they there when he moved in. The landlord says he is fully finanancially responsible for the removal of the bedbugs. How can they hold him responsible?  I need some legal advice on his rights. Please can anyone help?
