who is responsible for clogged drains?

after telling my landlord all sinks and tub is clogged and that i need a plummer..he came and proceded to snake out my tub and drain himself and continued to repeatadlysay… look at all this hair in this drain. we have a built in screen catching all debris- we were surprised also…anyway he then said im not responsible for this ..you are. my question is..are we? or is he? please educate me.
