landlord refuses to return depoist

I moved into an apt on 06+01+10, within a week or so after moving in i got an opportunity to purchase a home.  The landlord did not have me sign a lease right away and explained he would bring the contract by, so i promptly gave him a 30 day notice.  He did not tell me he was going to make the contract stand at the time i notified him of the move.  Long story short, can he keep my $500.00 if there was no contract signd?  He is telling me the croporate office refuxes to return my depoist because of a verbel agreement.  I was only in the apartment for one month.  the landlord did not do his responsiblity in getting a contract to me prior to allowing me to move in.  thank you.
