Water Bill

I lived in a complex for 2 years and paid a $30 water bill each month. After i moved out, i recieved two water bills totaling $613.27. The complex told me there was a leak in the toilet and even though it still worked fine and wasnt making any noises, that i was responsible for paying it because i didnt not turn this into management. I called the water company and they said this was way to high for a toilet alone and there is probably a leak in the apartment. Worse the complex was just bought out so both companies are saying i need to work with the other to get this resolved. Both are also saying that i have to pay this. Am i responsible for this bill even though i was not aware there was a leak?
