Landlord responsibilities for notifying tennants regarding bed bugs

I live in Pennsylvania and wanted to know if the landlord is responsible for notifying additional tennants if another apartment has a bed bug problem. Also, am I responsible for paying the cost to have the apartment treated as I am not certain if the responsibility to pay for this treatment differs from state to state. Please let me know as any assistance would be greatly appreciated.
