Noisy upstairs neighbor

We moved into our place 7 months ago, it is a converted garage. It is a 3 bedroom 2 bathroom downstairs. My living room and 1 of the bedrooms is located under the upstairs neighbors deck. Our neighbor gets up in the morning ands starts dismantling stuff on the deck ie; fridges,stoves,etc for recycling. It started in the common parking area but that is technically the front of my house and I didn’t what a bunch of debris in front of my door. So now they are using the deck. which is above my head. I have my daughter and 5 month old grandson in the bedroom under the deck. It is very disruptive to them. I have tolerated the stomping, dragging of chairs, and slamming of doors but enough is enough. What can I do outside of having to move? Frustrated in San Diego……
