PET OWNING TENANTS NOT FOLLOWING THE RULES

I live in complex that allows pets.  They have pooper scooper stations setup throughout the property.  However many of the pet owning tenants are in a word, ignorant. Every day I wake up and come home to dog feces strewn about the small lawns in from of my apartment. Several complaints to the complex managment has yielded no results.  Where can I turn to get this resolved?
