Landlord Repair

Lease says LL will maintain all structural components in good repair. But we had flooding this past winter. LL has been informed but has been hedging about having it fixed because of cost. It has been almost six months. Has he not broken the lease agreement, which would release us from it? Because that is what we want to do.
