utility theft by landlord

I have been renting a duplex in fridley and found out that another unit is using our gas and electricity. Ive confronted the land lord several times and his response is if I dont like it get out! the apt in the basement is the same square footage as my unit and they have 2 adults and a dog that im paying the utilities for. My last attempt at settling this is the land lord telling me to move out. even though I have a lease. Im witholding rent until im re-embursed for the bills accumulated. We recieved a voice mail today saying they are renting our unit and our lease isnt even done.
