Is my landlord responsible for utllity bill after water leak?

I was gone from my townhouse for two weeks, and when I came home I found that my water bill was for $900. There was no apparent leak, but it must be underground. I contacted my landlord immediately, and three weeks later he has still not fixed the leak. The water company says they will write off half of the overage fees for the leak, and that the homeowner will be responsible for the rest, however he claims that he is not liable for the bill, only for the repairs. Unless it is negligence on my part, I can’t imagine that I should get stuck with the rest? I don’t know what the law is, hopefully someone has some insight.
