can i refuse to pay rent?

can i refuse to pay rent if my landlord doesnt take care of the infested roaches in my house. they were here since we moved in and they multiplied. i want to ask him if he would take care of it but if he doesnt i want to know my rights. can i refuse to pay rent till he does take care of it?
