Dog Crap

My Family and I moved to Newark in April when we visited the property the Landlord informed us that they would put a fence up to control the dog poop from entering on the property, when we came to move our items in we found out that she has 2 dogs that they allow to poop anywhere I have spoken to her many times about cleaning up behind them but my kids cannot play around and we are embarassed to invite people over, and now it is hot outside and the minute we step outside our ground door the smell is terrible. What can I do ?
