increase rent

can you advice when I supposed to be informed for how much rental fee is going to be increased, and if it’s correct to request additional fee for security deposit after 2 years renting. my lease has been expired on 7/01/12 and on 7/27/12 I received new lease with new charge for increased rent and additional security deposit (altogether almost $200 more). If I new about this charge 1 month prior, I would find another appartment, but now it’s too late. Please give an advise.
