bedbugs

hi i live at 2404 timberhill ct aptA and we have noticed bedbugs in our apartment the girl up above us has them really bad and i was just wandering if we are legally allowed to move me my 15month old son,wife,10year old daughter all have bites all over us i do not wish to give him another dime of my hard earned money what can we do about this?
