I want to file a complaint about my landlord

I just move in to my new apartment in July 19, 2013 and outside of my apartment there is a mark and my landlord say she going to give a fee and she state that I did it but I never did so now she giving me a fee! what should I do? and at the same time she’s been very rude impolite and I haven’t received my key mail and she email me and lied that I wasn’t in the apartment that’s why she haven’t give me my key but I was in my apartment.
