moving to a new place after bed bug infestation

I discovered my duplex was infested with bed bugs. I had been noticing a terrible rash on my arms but never dreamed that bed bugs had infested my home! Now I want to move as the landlord is trying to make me pay for half the remedial treatment— I have no extra money for this as I live on a fixed income.
I am trying to move to a new home but they want references and will need to know about the condition of the place I am in now and why I am moving. I am afraid they will not rent to me once they find out about the bed bugs—-
What can i do????
