Roaches, really?

My husband and I moved in to a new aparment on 11/15/14 and on the same day saw roaches in the bathroom, kitchen and dining room areas.  I alerted the rental office on 11/16/14 and 3 pest control attempts later, our roach problem STILL HAS NOT BEEN taken care of.  I spoke to the rental office again yesterday and they yet again scheduled us for another pest treatment for this friday the 2nd (This will make 4 attempts).  I asked what the next recourse was if this did not take care of the problem and what I was told was they would need to spray until the roaches were gone.  I did not sign up for this roach issue!  My husband and I have asthma and are very sensitive to smells, let alone the poison they have been spraying literally every 2 weeks since we’ve moved in.  Last night while I was eating dinner, a roach crawled on my arm while I was sitting eating at the dinner table – I have had enough and need to know legally what my rights are regarding this nuisance.  PLEASE HELP – beyond frustrated, irritated and disappointed!
