Can a resident manager refuse to give owner/bosses contact information?

I wanted to know if a resident manager can refuse to give contact details of their boss or owner. I see them doing partiality and showing arbitrary reasons to different people just to refuse doing something requested. What can I do? I have the email where I requested the contact information and they did not give any. The only response was in the line "I will resolve all issue" even after asking whom shall I talk if I have a complain against you.
