Any advice will be greatly appreciated.

Hello,
I just relocated to Texas a couple of months ago. I have moved into an apartment. Don’t get me wrong, I know that there is going to be some noise occasionally. My problem is Monday-Friday from 7:33am – 7:51 am, two middle school children play their instruments right outside my apartment window- horns to be exact. I’ve contacted the leasing office and asked them to take care of this matter. Management assured me that they would. Here we are one month later and they are still outside my apartment, every morning, playing those horns. I contacted the police department this morning and the dispatcher informed me that this is not an emergency, and to contact the leasing office again after I confront the kids. It is the year 2011 and I choose life. I refuse to confront those children ( and interrupt their horn playing, cursing, and fighting amongst one another) and have the end result being one or both of them act out. As for the dispatcher, I explained to her that I know that this is not an emergency and I would appreciate it if she would just send an officer by to talk to the kids. She told me she would and of course no one showed up. Can someone please give me any advice on this matter? Thank you.
