Asbestos wrapped pipes in the living area, thru out the apartment

My two sons, who are in college, rented a "garden apartment" that has large pipes all over right underneath the ceiling.
We just found out that those pipes are wrapped with asbestos, and the asbestos is exposed in some places and not in good general condition thruout the apartment.
To top that off we also discovered "black mold" in the ceiling tiles & vents in the bathroom.
Both of the boys have suffered many respiritory problems this year, resulting in missed school and work.
What recourse do we have with the landlord?
Their contract expires at the end of the month, but after learning all of this we feel they should be entitled to their rent back for the time lived there since the landlord knowingly put them in a harmful situation.
Another building owner had stopped by to talk with my sons regarding the new apartment they are moving to and was shocked at the condition of these items and said that the landlord should never have rented the unit!!
Need advice asap!
