Association charging guests for visits

I am renting an apartment in Miami. I have been living at this apartment for 4 years. Last month the association decided to charge any guest to the premises $3 per visit. This means that everytime I have a friend come over for dinner or for a few hours visit, my guest has to pay $3 to enter the premises. I would like to find out if this is legal in the state of Florida. I think is crazy to charge a fee to a guest to come visit..can anybody let me know? Thank you. Carla
