bed bug infestation …who is responsible, tenant or landlord?

I just received a call from my tenant in a duplex unit I own.  He claims he and his girlfriend have been suffering bed bug bites, and is insisting on erradication.  That unit, which I have owned for nearly 10 years has never had any infestation of any kind.  My thinking is they have had to unwittingly brought something in the apartment, be it used furniture, bedding, or clothing or possibly a friend or caller who had some infestation.

I’m not inclined to take on the responsibility for either the cost of remediation or the labor involved in erradication, but I’m very interested in ridding myself from the problem being the property owner. 

Who’s responsible for this problem?

Same question as above. All apartments were checked in building only one apartment had bed bugs. Landlord treated the bugs. As it originated in this apartment is the tenant responsible for the cost of treatment?
