Bed bug notification?

I live in Indiana. I asked my property manager about the rumor of a bed bug infestation. She admitted there was an infestation in the apartments, but in the back, no where close to me. A couple days later I discovered the little blood suckers. I showed them to her and she said that I would have to pay, I’ve never had bed bugs before. We’ve been living here since April and bought everything brand new when we moved in. Then I started talking to my neighbors, the three apartments to my left ALL have had infestations or had been treated. Don’t they have to notify me of an infestation and spray for preventave measures? I’ve been looking online but I can’t find anything in writing to prove that I think it’s not my obligation to pay. Help?
