Bed Bugs- Can my Landlord and Business Management do this?

I as many other Tenants seemto be dealing with what seems to be an infestation of bed bugs. I moved in back in October of 2011 and at first just though I was having an allergic reaction to somthing. After seeing my dermatoligist several times and tried several different treatments such as possible chicken pox; we came to the conclusion of possibly a bug issue in my apartment. I never thought that this would really be possible until I found a bed bug crawling across my white pillowcase one night. I ofcoarse brought this to the attention of my landlord who stated the same old its not his responsibility to assist with extermination, he had never had previous tenants with this issue, but that I should try to contact the business managment, do some research and have my cat tested to see if that was the source. I kindly replied back that I had been trying to reach business management to see if anyone else in the complex had had such issues since I had seen mattresses and boxsprings by the dumpsters shortly after I saw a bed bug in my bed, but that all I had been able to do was leave message after message because I never got ahold of anyone. I also explained to him that bed bugs to not carry on people or animals like ticks; rather they live off of you to survive. He continues to reply "It is for you to contact the appropriate exterminator. I do not feel that it is my responsibility." I finally heard back from the business management and they told me it is the landlord/tenants responsibility… This just keeps coming back to me! I moved from a brand new apartment complex with my mother. All the furniture in my apartment came straight from her place where we never had this issue ever and she still has no issue in her apartment. I do not feel that I am responsible If there is no way that I could have brought them in. I am woundering if since I live on the 3rd floor of a 6 room condo/apartment building that they are moving throughout the building. Can someone please give me some helpful advice. I have been trying to look into what the CT laws are as to who pays for what in a paracite situation but I can not find anything. I am not sure if I should file a claim or what to do. I am losing 975 a month plus utilities for a place that I can not even live in. The costs to exterminate are high(about 3,000); I don’t know how I would be able to pay for that at all. Please help.
