Who is responsible for bedbug treatment

Hello,

I saw one or two begbugs in my apartment sometime ago and used the sprays from walmart to kill it and never saw bedbugs after that.

Then two months ago my landlord did a inspection and said that our apartment was infested and arranged for heat treatment immediately.

Now after two months, he is asking us to pay for the bedbug treatment of our apartment and the adjacent apartment saying that bedbegs went from our unit to the next apartment. In last two months, They never informed or sent a notice to us that we are responsible for the costs. I just signed another year lease and  they are informing me that i should pay for the treatment of my unit and adjacent unit.

What can I do now?
