Bedbugs, flooding – inhabitable accomodations

My nephew just moved into a house near college when after the first week of being there they discovered a major bed bug infestation making the house uninhabitable for at least 3 months. On top of that, his room which was in the basement just flooded. Is there any recourse for getting out of the lease and getting his deposit back? What clauses should we look for in the lease to protect him from being stuck in a lease for a place where he can’t even live and where now all of his possessions have basically been ruined and possibly not useable at least for 3 months and maybe longer? Thank you!
