bedbugs prior to me moving in here

I recently moved into this apartment and from day one I’ve had issues.  For the first three weeks I didn’t have any hot water.  Also prior to me moving in here there is a bedbug problem.  The bedbug problem started from unit 1 (i was told by the maintenance guy Tom who lives on property).  My girls and I are being bitten constantly, we are always itch, rashes, can’t sleep at night due to this issue.  I didn’t think a landlord can rent units when there is a bedbug issue, but he did.  Also there is a new bedbug law that passed in May of 2011 that says that a landlord is to give the new tenant information regarding bedbugs and he didn’t.  There isn’t even anything about it in my lease.  I’m not going to pay rent until this is resolved.  Actually I just want my money back which is 525.00(1st months rent) and 500.00(security deposit).  Also I want them to pay for the moving truck too, because if I’d known about this prior to me moving in here I wouldn’t have.  Also the owner authorized the maintenance guy Tom to buy bug bombs for his place but not anybody elses.  (the maintenance guy Tom lives in unit 6).  When I talked to the onsite maintenance guy tom about this, he doesn’t want me to do anything because he would get in trouble.  He has told me that if someone crosses him that he evicts them, so I’m afraid.  I wan’t to move, but I need my money back in order to do it.

Hi Jennifer. If you have approached your landlord verbally, you can try first to approach him through a request letter. In that way you can tell him every details of your concern. In the first place, he is the one to be afraid of since he did not follow the right process of moving in process. Have you had a moving in sheet? Where you can check every accessories in the apartment, if everything mentioned in the contract is there. If the landlord will not acknowledge the letter. Then you can file a complaint against him to RPA. They can help you with it, depending on the how your landlord will respond to the case. But you can indicate all the resolution you want to have in the case. Good luck! :)
