Broken Elevators

Hi –

I live in a Highrise 37 floors and was trapped in an elevator for an hour- had to climb out the top and leap to the other elevator (with the Fire Dept assistance) three weeks ago. Last week the other elevator broke and we were told that it would take 2-3 weeks to get the part necessary to fix it in. A couple of days ago the only working elevator broke down with 12 people inside. It took the fire depart over an hour to get them out. And this was the same elevator i was stuck in 3 weeks ago and now the lights are not working. So I basically have to get on or go up to the 31st floor and hope i make it!!
Are there any building codes that require a certain number of elevators per resident or time frames in which they need to be repaired?
