Campground wants us to pay for upgrades

We have a yearly lease with a private campground.  Owner has contacted us stating every site renter will be required in install septic to our sites.  As we do not own the land and could choose to leave at the end of any season, can the owner require us to pay for this expense.  Let me add, this owner never wants to pay for any upkeep or repairs.  In the past we have paid for electrical updates he required of each site.
