Can my landlord get my car towed?

My Landlord own’s the the home we are staying in. I live on the 2nd floor and the landlord live’s on the 1st floor. I’ve been there for 9 months. We have off street parking. And the lot is roomy, so i have 2 cars. One car is on the road, the other is parked on the farthest side of the lot  and has no license plates because it needs a new transmission. I am saving to get it fixed and am also looking to sell it. He is now telling me the building inspector’s said it was a violation, and that i had to get rid of my car. Can he call a tow company and have it towed away. Also the driveway is down a hill, it isnt visible from the street. Could he have called the inspector’s on me? By NYS law can he do this?
