Carpet Cleaning charges

I recently moved from an apartment in New Jersey. my ex-landlord just returned my security deposit with a list of what I gave him (a month & a half deposit) how much interest I erned in the year I rented from him and then he noted a $75.00 charge for shampoo to clean the carpet. The living room carpet (indoor outdoor type) was new in the living room and the bedroom carpet was a disgrace when I moved in. At the end of the note he writes "P.S. Thank you for keeping the apt. so nice." Is he allowed to keep this money from me when the rugs were in NO worse shape than when I moved in? Nothing was ever spilled on them and I lived alone.

The mats may get quite dirty because it slander under our feet and it is the single object that is layering the floor.
The carpet attract a lot of dirt and spillage and it is most vital for our health and for undirtiness.
