Is the landlord responsible for changing the locks if a tenant has an intruder coming into the apartment while tenant is gone? Items have been stolen but there is no forced entry so it has to be a past tenant or current employee of apt complex.

Talk to your landlord regarding that issue. You may inform him that your going to change locks asap or make an arrangement if who’ll be responsible for changing the locks. It’s for your security so it’s kinda part of your landlords responsibility to secure his tenant’s safety.
