Can a tenent be compensated if their landlord hires someone to do work and end up causing damage?

The landlord hired a painter to come an paint the apartment above me. there was a water main break and the entire complex was without water. the painter turned the water on to use it, found out there was no water but did not return the water to the off position and left the property. The apartment of above me flooded and i have damages. all the landlord offer was $123. what should i do
