condo owner downstairs has fly infestation

I just bought an upper unit condo a month ago and plan on renting it out. I paid a decent price and have put $10,000 into the unit as a renovation. The guy who owns and lives downstairs has a shared hallway for my future tenant and him. He leaves his door open and it smells extremely bad (like poop) coming from his unit. While my husband and I have been fixing up the unit, there have been significant numbers of flies coming into our unit. 30 or more in each room.  Disgusting.  An exterminator came last week and said they are flies that only come from a source of protein. A dead animal or the like. We taped up every facet of our unit and there were no flies for 3 days. Untaped, 30 more back. I don’t want to rent my place out if the fly problem doesn’t go away. The hoa isn’t helping us. They say to put fly traps out and that’s the best we can do. There are fly traps out and its not working.  Very frustrated. I cant sell the place because we are underwater on the price of the condo.
