Faulty Centralised Air condition leading to huge electricity bill

Due to faulty and 40 year old centraliased air condition my electricity bill is coming exponetially high.

I have demanded my landlord three things

1)Let me Install a Portable Air Conditioner

2) Reduce my rent to compensate high electricity bill

3) Or Change apartment

We are paying such high amount electricty for no cold air

Please suggest me a solution for this problem
